I’m not a regular follower of the musings of archbishops (the archbishop of bloggers, excepted). But John Sentamu, Archbishop of York, has caught my attention with a compelling article about Clause 13 of the Policing and Crime Bill. It points to the continual challenge for public policy in determining the balance between individual freedom and imposing limits for the sake of the vulnerable. He ends with the memorable line ‘Encouraging prostitution is not a victimless crime.’
